As part of WMF – We Make Future, the GovTech Summit is a strategic space for exploring the transformative impact of emerging technologies on governance, the economy, society, and culture.
Throughout the summit, experts and policymakers will alternate between keynotes and thematic panels. Public and private stakeholders will take part in working groups and B2G sessions, with networking acting as a driving force for new synergies between national and international ecosystems. Best practices and replicable models of public innovation will also be explored in depth.
The GovTech Summit aims to foster a constructive, cross-sector dialogue with the goal of ensuring that the benefits of digital innovation are accessible, sustainable, and serve the common good. From Digital Transformation to AI Transformation
Most organizations are still running digital transformation programs inside an operating model built for human limitations. They made existing processes faster and more visible, but the underlying structure - siloed roles, narrow specialization, and fragmented decision-making - remained largely unchanged.AI transformation is different. It doesn’t just accelerate work; it removes the constraints that made the old model necessary. When systems can hold and connect knowledge across domains that no human can master simultaneously, the old boundaries between functions and disciplines start to lose their purpose. Execution can be handled by agents. Human work shifts toward orchestration, judgment, and defining outcomes rather than performing tasks.This is not an efficiency story. It is an architectural one. Organizations that continue using AI primarily to reduce headcount or speed up existing processes will stay trapped in the logic of the past. Those that redesign how work is structured around what AI can now do will move from an economy of reduction to one of creation -discovering new possibilities instead of simply optimizing what already exists.The real transformation begins when leaders stop asking how AI can improve the current model, and start asking what the model should become.

The quest to extend human healthspan and decode the biological mechanisms of aging is undergoing a profound transformation, driven by an inflection point in artificial intelligence. We are transitioning from a slow, observational approach in longevity science to a highly predictive, generative paradigm. I will explore how the convergence of advanced AI architectures and massive biological datasets is not just accelerating discovery, but fundamentally altering our approach to aging, cellular senescence, and age-related disease. At the foundation of this revolution are groundbreaking advances in biomolecular modeling and structural prediction. When coupled with emerging, purpose-built foundation models for biology and medicine, researchers are gaining the ability to decode intricate epigenetic and proteomic signatures. This enables the rational design of novel geroprotectors, targeted therapeutics, and highly personalized interventions with unprecedented speed and precision. However, the next frontier in longevity medicine lies in the transition from static structural mapping to dynamic biological simulation. The development of "world models" for biology and fully realized "virtual cells" represents a paradigm shift for the field. By simulating complex cellular behaviors and tissue-level interactions in silico, these dynamic models allow us to safely and rapidly test millions of potential anti-aging interventions. They enable researchers to predict complex systemic responses, model the long-term cascade of cellular aging, and evaluate multi-drug regimens without the immediate need for decades-long clinical trials.

The objective of this speech is to provide a theoretical and scientific framework for telerehabilitation, illustrating its operating principles, delivery models, and the main evidence available in literature, which demonstrates how remote rehabilitation pathways can guarantee continuity of care, accessibility, and outcomes comparable to traditional rehabilitation across various clinical fields. The presentation will analyze the applications of telerehabilitation in major rehabilitative pathologies, focusing on neurological fields and highlighting the role of digital technologies, virtual reality, and robotic devices in improving therapeutic adherence, treatment customization, and functional outcomes. Furthermore, it will illustrate a corporate organizational model (AUSL Bologna and IRCCS ISNB) for the large-scale implementation of telerehabilitation, describing clinical-assistance processes, the integration between hospital and home settings, technological and professional requirements, as well as economic sustainability models and reimbursement mechanisms within the healthcare context. Concrete examples of implementation and technological innovation will be presented, with specific reference to PNC/PNRR-funded projects (won as Principal Investigator - PI) that integrate robotics and virtual reality into telerehabilitation, enabling more intensive, personalized, and engaging home-based treatments. Finally, the speech will highlight the future perspectives of digital rehabilitation, discussing opportunities, current limitations regarding standardization, security, and engagement, and the organizational and cultural challenges for the systemic adoption of these innovative models within healthcare systems.

Evolution of the legal tech market: from AI adolescence to maturity
AI adoption in the legal sector is becoming increasingly widespread, even though this technology is still in an adolescent phase that requires guidance and understanding. Starting from a snapshot of the legal tech market and specialized AI in 2026, we will address current shortcomings by exploring three still-open frontiers that could project this technology toward its adult stage: reasoning over interconnected sources, greater fidelity to legal reasoning, and the explainability of outputs. The underlying thesis is that AI, currently in its adolescence, will not mature on its own in the direction that is most useful to us. Users have the ability to influence this process by understanding the technology and taking an active role in driving the necessary improvements. For legal professionals, awareness and a constructive mindset will therefore not represent a mere added value; rather, they will be the necessary condition for helping to “steer the bus” of legal AI and preserve the added value of their own work.

Then we take it a step further: delegating the operation to an agent, but with precise, verifiable, and revocable rules.Not “the agent can do whatever it wants,” but “the agent can only do this specific action, within these limits, using only the necessary proofs.”Digital identity, verifiable credentials, and automation thus become parts of the same continuous flow.

AI-Enhanced Threat Modeling: How to Reduce the Cognitive Load of a Security Architect Without Relinquishing Control
This talk presents the blueprint of a system based on RAG (Retrieval-Augmented Generation) and LLMs designed to accelerate threat modeling activities. The objective is to create a "cybersec tactical droid" that assists the security architect by processing large volumes of input—such as documentation, configurations, diagrams, and code—transforming them into an evidence map. Utilizing a predefined set of questions or "investigative rules" (STRIDE/PASTA/DREAD) mapped to NIST and MITRE ATT&CK frameworks, the assistant proposes the queries most pertinent to the context represented by the ingested documentation. Depending on the operational mode, the security architect may choose to utilize the question list in a traditional investigative manner or delegate the generation and autonomous execution of investigative prompts to the cybersec tactical droid. Fortunately, the Death Star engineers lacked this droid model; otherwise, they would have identified a small thermal exhaust port leading directly to the reactor core.

Implementation of a Digital Home Care Network for Monitoring Vitamin K Antagonist Therapy: The INR PoCT Network in the Bologna Metropolitan Area
The project involved the implementation of a digital home care network for monitoring anticoagulant therapy with vitamin K antagonists (VKAs), developed in the metropolitan area of Bologna. These therapies, which are essential for preventing thromboembolic complications, require constant monitoring of the INR (International Normalized Ratio), a key parameter to ensure the treatment's efficacy and safety, particularly in elderly and frail patients. To meet this need, an innovative model based on Point of Care Testing (PoCT) was introduced, allowing the test to be performed directly at the patient's home. Nurses perform capillary blood sampling and analyze the sample using portable devices, obtaining rapid and reliable results comparable to those of a central laboratory.The system is supported by an integrated digital platform that connects local services with the laboratory and clinicians. Data is collected and managed in real time, and results undergo automatic validation processes using algorithms, ensuring high standards of quality and safety. The digital report is then made available to the physician, who can intervene promptly to adjust the therapy and schedule any subsequent checks. To date, the network involves numerous home care units and a large number of patients, with thousands of tests performed each year.One of the main advantages of this model is the significant reduction in turnaround time: from several hours required by the traditional model to just a few minutes with the home-based system. This translates into more efficient therapy management and a reduction in hospital admissions. Furthermore, the system ensures full traceability of the process, reducing the risk of pre-analytical errors and improving the overall safety of the diagnostic pathway. In conclusion, this experience demonstrates how the integration of digital technology and local healthcare can transform the management of chronic diseases, making care more accessible, timely, and patient-centered, with concrete benefits for both citizens and the healthcare system.

Can AI prevent wars? From cyberwar to PeaceTech: how AI transforms global security
Artificial Intelligence is reshaping geopolitics. Today, digital technologies are increasingly used for cybersecurity, intelligence, and strategic competition between states. But what if these same technologies could also be used to prevent conflicts? In recent years, a new field has emerged at the intersection of technology, governance, and diplomacy: PeaceTech. Based on research and projects developed by the Agency for Peacebuilding in collaboration with national and international institutions, this keynote explores how AI, data analysis, and digital platforms can contribute to conflict prevention and peacebuilding. From AI-powered early warning systems capable of analyzing vast amounts of data to identify signals of violence, to digital platforms that enable local communities to participate in mediation processes, technology is opening new possibilities for anticipating crises rather than reacting when it is already too late. At the same time, governments and international organizations are increasingly investing in strategic foresight and anticipatory governance, aiming to move from a reactive approach—intervening after a crisis has already erupted—to a model focused on risk anticipation and prevention. The Agency for Peacebuilding proposes a fireside chat between experts in peacebuilding and artificial intelligence to explore one of the most compelling and urgent questions of our time: if technology is changing the way we fight wars, can it also change the way we build peace?
