Inclusive app for deaf people

What applications can a deaf person use in an emergency situation?  Presentation of the two main ones: "Where Are U" and "Municipium". How they came about , how they work, what support they are able to give to the deaf person in distress. The importance of collaboration and interaction of other institutional bodies such as, in particular, Fire Department, Law Enforcement, Local Police .
